As the City of Toronto calls on its residents to make the transition to Active Transportation it should lead by example. It can do this by incorporating cycling and walking into the delivery of its services. Many city employees travel by car in the course of their duties. The role of cycling can be increased for services such as bylaw enforcement, parking enforcement, policing and others. Having more of this travel done by bike would save the city money in terms of fuel and vehicle operating costs and reduce the City of Toronto's emissions. The City should review its use of courier services and should increase the use bike couriers and foot couriers. The City should also make it easier for residents to access city services at its offices, community centres and recreational facilities by foot or bike and make it easier for its staff to get to work by cycling or walking. It can do this by ensuring that safe and secure bike parking and change room facilities are available at all of its buildings throughout the city.
